Default WHM Question

I'm wondering if, when using WHM, under a reseller package, do you have access to all users' uploaded files, and can you upload files to their directories freely? I'm asking because I'd like to have certain files in their home directory by default. Also, is there a way to restrict the file types that a user is allowed to upload?

also you can create the default "setup" that new cpanels/new clients will get when you create a new cpanel for the in the whm. The Skeleton Directory I think it's called.
