Just to confirm, you know it's easy enough to setup access to this on your own right? Just adding a meta tag or uploading a single file.

Yes, you are correct... this API that is being discussed in the link above would need to be setup by HG or cpanel.

But what Matt is saying, it's easy enough to signup for GWT on your own, add the meta tag to your site and you're ready to go.
