I'm not sure what you consider a "developer", but my best guess is no... the work I have is mostly just HTML and graphics.

I'm not talking about a single site. The budget would depend on the job. Some sites would be very simple, others more complex.

In short, I meant by developer, someone who creates the code.

HTML / Javascript is a static developing code, while PHP / ASP.... are dynamic.
