Default VPS - IPs are static or dynamic?

I'm thinking of buying the level3 VPS with 32 IPs. But I need both static and dynamic IPs (16 static and 16 dynamic). Is this possible?

Hello,
The IPs are static, what do you need dynamic IPs for?

Sounds like some proxy-thing or perhaps a specialized black hat app.
