The SVN Binary is avaliable for you to use. However you will be unable to setup repositories. If you are unable to execute svn please submit a ticket. Thank you, Josh Loe Sys Admin

Just FYI, I use a separate host that offers SVN repo hosting for my repositories. Typically my sites here are setup as a Working Copy.
