Why do I need a Dedicated/VPS to run and use vBSEO? I was reading the compatible technologies and I found that vBulletin can run on Shared/Reseller but no with vBSEO.

vBSEO is overpriced snake oil. You can get most or all of it's essential features with free mods. Not to worry.

When HG prohibits a certain technology on shared servers, it's for one of two reasons. Either the software requires modifications at the server level, which of course you can't do on a shared machine, or the software is known to present a load on resources that's unacceptable in a shared environment.
In this instance, I believe the latter is the case - vBulletin by itself is already something of a resource hog, and this particular addon/plugin probably pushes it over the line, with all four feet in the trough. |

vbseo requires ioncube protection module, mod_rewrite and other stuff, plus it will most certainly use a lot of CPU and Disk Access.
It would be much better to get yourself a VPS and do your own thing on it via root SSH access.
