Default Upgrading

I've been looking through the forums but can't find specific answers, don't shout at me if i've missed them
What is the process regarding upgrading from reseller to a vps
Who moves the accounts over, do I have to do it manually?
Do all vps accounts have whm and cpanel, it says "optional" does this mean we pay extra per account?
I've noticed some customers going for level 3 accounts because of the above cpanel options (i think)
Has anyone who has upgraded noticed sites running slower or faster?

HG will do it if you request it.

From level 3 and up, you can pay to have WHM/cpanel if you desire.

LOL Hi webserver, I've been looking at that i'm confused (not hard) it says
Fully Managed (with cPanel selected) for option 3
so is cpanel/whm included in the price or is it extra

There is an area below where the CPU specs are listed to choose to add cPanel. It is $10 a month more, it appears. The Level 3 VPS with cPanel and 2 IP addresses is $49.95 per month.
