Login to the WHMCS client area, click Licenses and download it from there.

A New Version Of WHMCS is now Available with lots of Enhancements.

WHMCS V3.7.1 Stable Released

I receive the following error when trying to download the updates using the whmcs license provided by hostgator

Upgrades have expired for this license. Please go back to renew your support/upgrades.

open a suport ticket at whmcs about it. they should help you get it cleared up.
