If your old host had cPanel you could follow the instructions listed by HostGator here http://www.hostgator.com/backup.shtml

If not you would have to upload your file structure into the public_html area of your site and change the necessary file permissions to that required by your script. Regarding your MySQL database you would have to use phpMyAdmin and run an SQL query with your saved database.

Not sure what plan you're going in for so I guess the best option for you would be to contact sales@hostgator.com to specifically sort your queries out based on your hosting plan.

Too bad you have to leave your current host? Were you asked to leave? If so, may I ask why?

i wasent asked to leave its just when i singed up i got a reseller acount with only 500megs and 15gigs of transfers for 15 bucks not bad at all
but then they stop doing the reseller accounts and uped the allotted space and transfer for non reseller acounts so i wanted the change to one of them and for the last 3 months ive been trying to get them to change me and the havent

not to mention it takes 2-3 days for someone from support to contact you so the commuty was doing most of the help on there forums but they decide not to keep the forums
so i did some reshearch i found that you guys were reliable and fast so i posted this question here and with a quick response i decided to join

also i did sing up lastnight for a reseller account and have not yet recieved my email saying setup was complete but the first email said it should only take up to 20 minutes is there anything i can do to speed this up cause i wanna get moved over asap and get my domain propagting started

If you haven't received your account info after 12 hours you should contact sales.
Once you have your account info please take a look at this thread. Providing this info will allow you to access more support/info sections in the forum.
Welcome to HostGator

Stef.
