You can "sell" them by signing up accounts and then giving them to people for larger price. But, that's not really reselling the resellers.. Maybe they were talking about if you got a dedicated server.

You can resell accounts, but you can not resell reseller accounts. That would need a dedicated server. Reselling reseller accounts would mean you give someone the same priveledges you have with WHM access and such.
