SSH, yes (with jailshell). WebDav I believe so.

If you want a definitive answer you should contact support at hostgator.com. The last posts I saw on the subject on the forum was from May and at that time WebDAV was not supported on any shared servers.

Hello,

WebDAV and SSH are supported on both our Shared hosting and Dedicated plans.

GvilleRick, yes WebDAV and mod_proxy both preform much better in apache2 then apache1, so as we move to apache2 we can enable some of the new advanced features.
