Scripts are usually installed using ftp. Cpanel also has many tools such as the ability to install cron jobs making shell pointless to most.

How am I supposed to do things on the cli via ftp? Check this error message out from a php package I'm trying to get installed:

That's a database issue. login to domain.com/cpanel Then from there just click databases after setting one up you can admin it using phpmyadmin from within the cpanel.
