Safe Mode Question

Hi although I've decided Host Gator is where I'm moving my sites to, I have a question regarding Safe Mode. I read an earlier post that said Safe Mode is off. Is this only on Reseller/Dedicated Plans or does this apply to Shared plans as well? I currently run 4 scripts that don't do well under Safe Mode. The scripts I use are:

SSPAdmin- for SlideShowPro which allows a user to login to an admin panel and edit and create directories within a preloaded directory to create Image Galleries.

ComDev Adminsuite- Content Management

PHPIzabi- Community Script

Flam Player - Music Jukebox, the admin panel for this program needs to be able to create folders to store song clips by artist (PS this is not a pod or shoutcast)

HG doesn't have any accounts that I know of that are using safe mode and they are not too strict on open_basedir either. Two things that I hate.

They do run mod_security, which can cause some script/forum problems, but those can be fixed, most of the time, by contacting support. mod_security blocks specific things from POSTs and from running in scripts, which is a security feature, but sometimes it hits things that should be ok. In those cases, they seem willing to make adjustments.
