With a non-reseller shared account, when creating an addon domain, the Hostgator knowledge base says the DNS must be pointed to the HG nameservers *before* the addon domain is created.

With a reseller account, is there a similar requirement to change nameservers before adding a domain? I'm asking because my preferred method for moving a domain to a new host is to change the nameservers *after* I've copied the site, tested it, etc.

No, setup the account in WHM when you like. Then change the DNS servers at the registrar.
