After reading the ToS I came across this

Well, alright, that is understandable, but does this completely eliminate any possibility of a users images being uploaded?

Would a website that, after registering for it, allows users to upload for example 15 images for their account on my website be fine? This would be shared hosting.

No, it is possible to use scripts such as Gallery2 or Coppermine that allow uploading images and displaying them.

And jclar, note the difference between displaying them in the gallery, which is OK, and allowing them to be hotlinked for use on other sites, which can chew up CPU and would be against the spirit of the TOS.

Ah ok, thanks alot
Hotlinking would not be what the website was used for at all.
