Not to mention the fact that this suggestion was his/her first post, so the least cynical interpretation I come up with is that it was a pain for him/her to wait to be activated to post in the promotions category.

Awareness of the category's existence may mean s/he has been here before.

Note: many valid suggestions do come from first-time posters, so my comments are not to be interpreted as any kind of bias against new members or first-time posters.

If it was a public forum then anyone (including people that are not a registered HostGator user) could post up sites that may or may not be hosted by us. This would seriously increase spam on our forums, so it is best to keep it private.
