Default people download from site?

Hi, i play a game called counter strike:source, and i recently bought my own server, decided to go with host gator since they have the best hosting plans and features . They have a thing called Fast download where people can download from my website, the folders are bz2 and they decompile once downloaded into the client. Im wanting to know where to create my folder so other can download the maps. I have it public_html but i dont think client are downloading from their. Does anyone have a idea why they are now downloading them?

This is supposibly what im post to do:

That is why people will experience a 3 or 4 second delay after the map is downloaded. So anyways, take this compressed map and put it on a web server, or in C:/program files/valve/HLServer/cstrike/maps/ .

I recommend using a web server, because downloading off a web host uses faster internet connection than through the game server. If you want to run your own web space you can check out WAMP from here: http://www.en.wampserver.com . I won't explain how to set up wamp, but basically once it is setup you need a domain or sub domain(which is free) for it. If you don't feel like setting this whole thing up then get searching for free web hosts online. Once you find one, upload your files to your account. The link to that web host should look something like this: http://www.WEBHOST.com/cstrike/maps/ . So be certain that cstrike is in the root of your web host.

Congrats, you finally got all that set up but now you need your game server to be able to use that webhost. So go to your server directory(usually in C:/program files/valve/HLServer/cstrike/cfg/) and find server.cfg file. Add a line somewhere in that file and put:
sv_downloadurl "http://www.WEBHOST.com/cstrike/"
replacing WEBHOST with the site you will use to host all the maps.

on my folders do i click properties and then go to permissions and only click read and write or with execute also?
