Question 'Normal' Server Load

I am wondering what is considered 'normal' server load. Obviously load will fluctuate, but what can one expect from a shared server?

The server we're on at HG usually shows a load of 1.0 - 5.0, but this morning it's showing as 45.0 - 55.0!

Anything below 20 on a HG server is fine, but i would alert HG of the 40+ load

Is the server load number a percentage of maximum load? eg: is a server load of 15 considered 15%?

No, its not a percentage. i have never really understood how its calculated

It's done by some type of averaging of the number of processes in the processor queue for a given amount of time. There's a good thread on it somewhere here with a link to a very informative site.
