Default Are newly rented dedicated servers "new"?

I'm still trying to decide whether to move to a dedicated server from my existing vps.

Are newly purchased dedicated servers configured from "new" hardware or are they recycled?

Thanks again,
Jeff

You may get a brand new server, or a server that has been used already for a while.
