Newbie here...Building website question

I just signed up for the hosting service on 01/31/05. On the same day, I changed my dns server numbers to be directed to the name servers listed in my welcome e-mail. I was under the assumption that I could start building my website pretty quickly while waiting for the "changeover" to propogate. . I'm still not able to sign into my control panel and get started. Into my browser address window, I'm typing http:// my ip.com/cpanel (without the space) and I'm still getting "this page cannot be displayed". Is this normal or am I doing something wrong?

http://YourIP:2082
http://YourIP/cpanel

Same for webmail port 2095 or /webmail

Then put in yr login details and you'll have access to the cpanel

If you wanna see whatever you have uploaded go to

http://YourIP/~username/
