Need programming services implemented on HG account

Because he is concerned about the possibility of objectionable material being passed between employees, my client wants to monitor OUTGOING mail.

I need an estimate on:

DialTone: A script (or whatever) that sends a copy of ALL outgoing mail to a certain mailbox and allows the original outgoing mail to go on to the intended recipient. My client can then check that box, mostly for attachments.

SuperSpiffy Model: A script (or whatever) that scans outgoing mail and when certain conditions are met (word filter on content, attachment of a certain type) a copy of the message is sent to a certain mailbox so my client can review the material. Obviously, this would decrease his time spent on the issue.

He's just trying to mitigate risk as it relates to sexual harrasment and that type of stuff.

So, I need to know if this can be done on HostGator, and if it can, how much you would charge me to do it.
