mysql db and email offers after hosting

Hi

I want to know if their is a restriction or limit to the mysql db size

The last web hosting I used was making offers through the email and he state in the offer if I don’t replay in 3 days he will activate the offer and charge my credit card and some times I cant use the net for few days because of my work in the military and had a lot of problems with it … do you use this method after I purchase the hosting plan and get started with my new site

This is not an official answer, but I can tell you that HostGator does not do that.
I don't know about laws in USA, but where I live it would be illegal to do what you described.
