Default Moving form another host - full backup restore

I've posted a ticket asking Gators to restore a full backup on an account I'm moving from another host to HG. 10 hours later no one picked up my ticket. I already changed DNS to HG's, but still no answer for my ticket. Then I called Live Support, and find out that it usually takes 48 hrs to restore.

Ok, so my client's site and mail will not be available for 48 hrs, and I'll be tortured to death by them, but why can't users restore a backup in Cpanel. Why is that feature disabled? At my old host I was able to restore myself via Cpanel.
Pleeeease enable restoring!

Depending on how large the backup is it is generally preferable to do the restore at off-peak hours since it can cause loads to increase significantly. This is one reason not to allow users to be able to restore full backups (which I do not believe is possible without root access). It should be possible to restore a Home backup but this would not include databases and other system files.

Restoring a full backup also can be a security risk as it restores the account just as it existed on the old server. So if a user had SSH access, or unlimited space, etc. it would restore using the same features, even if the plan the user has here does not include them. That would include the possible problem of having an account restored that had the same username as another account on the destination server possibly overwriting the account.
