Migration osCommerce 1.1 to hostgator error "(2030) Unable to find API Certificate"

I recently migrated a client to hostgator. I've moved his osCommerce store with minimal issues except the following.

On checkout, the last click to accept the order - using PayPal Express Checkout module I get the following error message.

"(2030) Unable to find API Certificate File"

I've had little luck finding the solution on the oscommerce forum. I've checked and double checked file locations and persmission settings to no avail.

I'm using osCommerce version 1.1. It is suspected that the issue may have to do with "cURL Path" which is part of the PayPal Express module.

Anyone have a clue?

In the end... I upgraded the oscommerce store to v2.2. Minor issues but everything is up and running.
