I'm having an issue with the maximum MySQL packet size. One of the programs I wrote in PHP stores files in a MySQL database, so there would be rather large (5mb+) rows as a result. This works fine on my development box at home because I increased the maximum MySQL packet size. However, the hostgator MySQL servers are set with a lower packet size. Is there any way to change this?

I am not sure if this can be changed for you, but please submit an email to support@hostgator.com and they will be able to answer and explain further.
