Question About mailing limits

From "Mailing policy":

(1) There is a 200 hourly pop email limit per domain this limit is also applied towards mailman.
(2) About mailing lists: Anytime you're sending a message no matter how large your e-mail list is you must throttle it. We recommend you throttle it to at the very least sending 1 email every 6 seconds.

So, with (2) in an hour I could send 600 e-mails, while (1) says that only 200. What's wrong?

If I have a list with 400+ subscribers, how can I send it?

If I understood HG's policy correctly with a mailing list it's ok to go over the alloted limit of 200 as long as you throttle it to 1 message every 6 seconds.

time it so you send half at the end of the first hour and second half at the begining of the next hour (within 5 mins of each other).
When the 'hour' starts and stops, your guess is as good as mine.

HG never gave an exact limit, more or less just said use common sense.
Since the warnings I've been to scared to send out newsletters, as no warnings or nothing you just get suspended, my site uses email quite a bit (never caused any problems) so planned to work newsletters into the weekend when everyone was sleeping, but found out the other day this is when HG does it's backups, so I can risk it and get away with running a normal site or risk being shut down.
If I throttled my outgoing emails, (my math kinda sucks) I figure I'd be a good 16+ hours sending (including newsletter) on a good day.

There are a couple of threads on here about it, but bascially as confusing as the mail policy page.

Currently, I'm moving to HG, but still using another hosting provider.
I've used to run a 'mail sender' software, and, since I've always had more than 1 domain, I've also had more than 1 mailserver, so I'm simply changing the mailserver every 200 e-mails... Not very elegant, but it worked
