Looking for some kind of free (ish) CRM software

I'm trying to help a friend look for what she intends to be a cross between match.com and monster.com, but for her small recruitment business.

It should be web based, the jobseeker should be able to enter specific criteria, tick boxes, upload a CV. The employer should be able to enter specific criteria. The admin will then see potential matches between the two and suggestions of jobseekers, who's CVs she will then pick and hand-vet.

I see lots of things like free crm type stuff at sourceforge, but not quite what is needed. Does anyone know of something off the shelf, or open source enough so they could quickly modify it? She's been a bit let down by a web designer and doesn't have a mega budget and wants something, anything, up within a month or so!

Any suggestions? I can hack together a Wordpress site, but this is beyond me!

To meet her deadline and budget, I strongly recommend a thorough search of the various open source repositories (sourceForge) and script libraries (hotScripts) for some thing that meets *most* of her rquirements. Then after she is accustomed to how it works, hire someone to customize it.

The alternative of building this from scratch will probably not be within her budget, and for sure it will not be done in a month.

We use vTiger for all of our client management and invoicing needs. It requires some heavy customising to get it just right, but worth it.
