My current hosting provider seems to have a script in place that terminates file downloads that take longer than 30 seconds and I am looking to change providers because of it. Before I open an account and move my site, I need to make sure that HostGator does not have any policies in place that results in downloads from being terminated and if there are, what they are.

Haven't noticed from HG this kind of trick(at least for 30 seconds). But first try to find out why was Your provider terminating that downloads.

HG does not terminate downloads of files, no matter how large they are.

terminate the download in 30 seconds? That is too low. I can't believe a host would do it - that makes even few mb downloads impossible for most users.
I suspect it is the script execution time. If you are using a PHP script to read and echo the content, it is possible that PHP script could get timed out in 30 seconds. That kind of restriction is there in most set ups and you might be able to override it.
