If I get a dedicated server could I set is up where I could give free hosting and free resellers. I am sure I could with Cpanel and WHM but would you guys help me and how much more would it cost?

Yes, you could do it, and it wouldn't cost anything more. They don't care who you host, as long as you stay within their terms of service.
