I've currently got a forum set up here at http://hq.ariact.org/forums/. It's a vBulletin forum, so naturally it is demanding. As you can see it takes 10-20 seconds for a page to load depending on the connection. I use SurpassHosting.com, which has been great so far until now. If I purchased one of the shared hosting packages (Baby/Business) how fast are the typical speeds? Would the pages load almost like HostGator with around 100 visitors at one time?

Host Gator services are generally fast. I have a MyBB forum which you can take a look for page loading wise. (http://www.forumsrus.co.uk)

Too many variables. You can't compare two different forum apps like that, especially without taking into account mods and addons.
