Basically, yes, reseller hosting allows you to resell hosting services. Some users with multiple sites decide to use reseller hosting as it allows more features in managing the domains.

Regular shared hosting, with the exception of the Hatchling account, also allows multiple domains but they are managed through one cPanel account and folders within the main account.

A reseller account includes access to WHM (Web Host Manager) which allows you to create separate accounts for each domain and assign whatever features you want.
