Getting really slow

My files are tranferring over ftp slower than a snail...
A 21 kb file takes around 20 seconds to upload..
For gods sake, my free host was faster!

cpu load is 4.85

EDIT: SERVER LOAD IS NOW THE FOLLOWING:
Server Load 18.67 (4 cpus)

Well sounds to me like the server is being hit really hard with traffic, maybe a ddos attack... probably needs to be rebooted or something. But 18 isnt too bad for the load as far as I know.
