I've been unable to connect to email for several hours now. I don't even get the certificate window popping up, it just spins and then I get a "connection timed out" error.

I was having the same problem you described until about an hour ago. As it turned out, it was possible to switch to normal pop3 (port 110) for checking but I could not send via port 25 due to my own ISP's restrictions. While I was waiting to be validated for forum posting I popped up a live chat and was asked to send mail to support@hostgator.com - I think at that point the server had already started responding to SSL connection attempts, so I never got an answer for why they were being refused for as long as they were.

Try switching it to port 26
