I know that we are not allowed to make image-gallery based websites (ie. a flicker-like website) according to the TOS. What about a gallery that is secondary to the site? I'm making a pc game website and I would like to put up screenshots and images of the game, is this allowed?

The issue of course would not be the gallery install, but rather your expected CPU use from it. If it overloads the server, that's where you'll run into problems. My suggestion is to use your best judgement; if you expect it to be extremely popular, be linked to from other sites, I would recommend against it. Otherwise, gallery is fine.

As stated above, small gallery sites do not take a lot of resources. Larger sites do. It's php based. Almost anything php based (or scripted in general) that gets a large amount of traffic is going to run into resource issues on a shared machine. Static HTML takes almost 0% resources. Scripted languages consume considerably more processor time.
