Default ftp accounts

Ok so what im trying to do it make like 2 directorys

Public
Members

And have a pw on the members directory and public well just be public...And set up 2 ftp accounts one for people on my forums to use ( public one ) and one for my members to use..But i want the files in the member chat not to be seen by public unless u have a pw ( can do that ) but what i cant seem to do is limit what the members FTP account can do...Like deleting the .htaccess and other files...

So my question is can i limit the permissions of what the members ftp can do like moving and deleting stuff..and what directory's it can view and cant view??

@John F. Perez
FTP basically gives any user that has access full control of the specified directory. I would STRONGLY not suggest giving out public FTP access. That would allow any user to upload harmful files to HG's server and could cause your account to be terminated by HG.

I would suggest looking for someone to create you a PHP script that you would allow them (your user) to upload content but at the same time check for file types and not give FTP access. I could develop a script for you, but it would not be free. And you may be able to find something via google.

The question from John Perez is from almost a year ago. I'm sure he's figured it out by now.
