If I purchase a reseller account... is it OK to install iPanel and start a free hosting service?

No,
You would require Root access to install parts of it,
Your always able to try and install it.

I doubt they would its a shared environment so they think about all 500+ accounts and not just 1.

Get a dedicated and you'll be able to do this without any issues. On the shared side, its too dangerous.
