first time web site builder

Has anyone used DesignGator? What exactly will they do for me? Will they build a complete website, a turnkey job, or just design a front page?
I am completely new to this and don't even know what much of the terminology means.

We will do the design which includes the logo, and template. The content and any programming isn't included.
