Default Exim (exim-4.63-1_cpanel_maildir) Failing/E-mail Issues on Ferrari

I currently have a ticket open with Level III support ([#POY-420763]: #EPT-609306) but have an issue that may be affecting other users on the Ferrari server (67.18.54.176).
It started simply enough; yesterday a couple of our 50+ reseller accounts complained of SMTP problems ("Too many concurrent SMTP connections; please try again later" and "The server is busy").
This morning I opened a ticket as the problem was still lurking about. I was initially told

The reason you receive this error, is due to the fact that the server has reached the maximum amount of connections to the SMTP server that it is configured to accept. All you will need to do, is simply wait a second and try again.

The reason these precautions are put into place, is to drastically limit the possibility of spam being sent through the server. Thus lowering the risk of the server getting put into any blacklist, making it to where no email can get delivered. Please let us know if you have any questions.
While I appreciate the thoroughness of not wanting to wind up on a blacklist and affect a large group of clients, I'm certain that my clients don't want to hear, "Look, I'm terribly sorry about this inconvenience, but you're just going to have to live with it. I'm sorry it coughs an error message at you every other time you try to send e-mail." Would that be an answer you'd want to hear? Would you stay with your IT service after hearing that?
After some poking around these great forums, I discovered a similar post which suggested checking the Service Status in the WHM, and sure enough the "Exim (exim-4.63-1_cpanel_maildir)" had failed. A short reply to the support team resulted in a very reassuring

Now I've just chatted with the "Live Person" helpdesk in the hopes that I might have some information to send back to my clients, but was gracefully told that they are not "Level III". So I really have nothing more other than there *is* a problem and they *are* working on it.

After all this, however, I would like to say that the HG staff has been very timely in all responses today, and I am thankful for the work they do. It would be nice to know a little more of what's going on (I haven't seen anything other than another client's "Four servers down" post), but we make do with what we have.

It would have been nice to know what the error was, but at least I've been notified that progress was made. The email came in after 10pm (local) last night; I notified my users this morning and asked them to keep me posted.
