Trust me, you're not the only one! I've received a small handful of tickets today about being blocked at relays.ordb.org, pretty much out of the blue. I'm glad to see that mail administrators are keeping up with the news: relays.ordb.org went offline, completely, 17 moths ago! Their bounces even state such and have since December 2006! This means that all of the bounces are 100% false positives and cannot be helped.
A recently new development with relays.ordb.org came about earlier today. They decided to make a statement to get people to stop using a dead list by blacklisting every IP, a controversial move on their part but understandable. If an admin is still using a dead list after 17 months, they deserve to have their emails bounced and have their own users complain of not getting any emails to fix their lapse with the times. They should get to fixing the issues pretty quickly at that point and mail delivery should resume normally within 24 hours, I'd say. Rough estimate, don't take my word for it (after all, they've waited 17 months, what's a few more days?). UPDATE
If you run a dedicated server and are experiencing the above issue, please contact us. Your exim.conf file may have relays.ordb.org in the config to check for blacklisting and this needs to be fixed ASAP.
