Over at http://www.hostgator.com/mailpolicy.shtml it says that there's a 500 limit per hour outgoing, does this apply to dedicated and vp servers?
Also, at the bottom under mailing lists..... 6. No direct SMTP mailers are allowed. An example of this would be a Darkmailer or The Bat!. Any mail should be sent through the local mail server/MTA for further delivery by the server and not done directly by scripts. Does this mean I shouldn't use the STMP option in CodeIgniter (php framework that can use STMP to send emails)? I need to make an application that sends out bulk email notifications to all it's users, and 500 limit per hour won't work for the app. Also, with the SMTP, my understanding was this was a better option for delivery in that somehow SMTP sent emails tend to not end up in SPAM boxes as much.

With a dedicated or VPS you can set your own limits for email (or set no limits at all.) For a definitive answer to the second part of your question you should contact HG support directly and ask there. You should be able to use a script to send but you can open a ticket and ask directly and they can let you know.
