How should a site be assessed to know whether it is successful as far as search engine rankings are concerned?

It depends on the business and what the site is being used for. Being listed first is the ultimate goal, but may not be reasonable or acheivable.

The miniumum goal is to have it listed under the keywords that are being used to find sites like the one in question.

The first question you have to ask, is the site something that people would search for? If it isn't then just being listed under the keywords is good.

The second thing you have to realize is that seach engine ranking doesn't depend on keywords alone. There are many other factors.
