Community site, Baby Hosting Package
My client wants a kind of community site for not a big group of people with the next characteristics:
News and events Forum Chat Room Photo Gallery Video Gallery Do you think Baby Hosting Package would be enough for starting? Kindest Regards

If it is a small group of people, then a baby account should be fine.
Shared accounts only become problematic if a lot of people are on the site at once and it starts causing resource issues on the server. For a small site with the things you described above, running the site on a shared account shouldn't be a problem at all.
