celica mail issue

I've got a resold account that works with the Veterans Administration and they are now reporting that all incoming mail from va.gov is being blocked. After pushing the issue a bit it seems that everybody at the VA is getting the same error when they try to send email to the account:

5.4.7 - Delivery expired (message too old) '[Errno 61] Connection refused'

I'm just not sure what to tell the client. I've never seen anything like this before. Does anybody have any ideas? Plenty of email is still coming in, just not from the VA. Is this something on the VA's end or is there a problem with the mail routing within Hostagtor? I would guess that it's on the VA's side, but I don't know what to tell them. Any thoughts?
