I can't get folder permission to stick when I do it in the file manager. I created a folder that is empty and it will only allow 755. I uploaded a file, and it is the same. Is there a trick to making the permissions change for a folder. I made the folder password protected no problem, but I also want it read and write for users, no execute.

You will need to do it from ftp. Cpanel file manager isn't perfect.

Thanks. I logged in with ws_ftp and I think I made the changes with chmod(unix) but I'm not sure which changes apply to the users with passwords I set up in the control panel for that folder. I guess it would be "groups" rather than "other", I suppose "other" in ws-ftp is the same as world in the control panel?
