I have this unused folder under public_html. No matter how I delete it, it will always come back. The folder formerly contains Drupal CMS, I already deleted the database associated to it and and all the files under it.

Is there a subdomain or addon domain associated with it? If so, I think you need to delete the subdomain or remove the addon domain before you can kill the subdirectory itself.

If you originally installed Drupal CMS to that folder via fantastico, I think you would need to un-install it via fantastico also.
You may not be able to do so now that you have deleted files from that folder. Put a ticket in to support and they will fix this for you.

Another possibility:
Hostgator uses suphp, which SHOULD force all files/folders to be created using the account name as the owner. But I've seen some Forum and CMS programs that manage to create files/folders owned by the user "nobody". If that occurs, you cannot delete them and it requires the root account to do that. Not sure if this is the problem in your case, but it's something that Support can easily check, OR you can check using most FTP programs. Filezilla will report the owner's name.

I don't recall ever being unable to remove a folder from the CPanel Filemanager.
