Does anyone know what is shown to people when they try and access your website when you have blocked a ip address in cpanel?

It shows nothing, maybe only a 500 error.
But if you have the latest CSF installed in your server, now you can write a text that the blocked IP can see when trying to access your site.

They get a "403 Forbidden" error.

CrazyMan72, you can try the effect for yourself by doing a Google search with too many similar search queries in too short a period. Of course, it's got the Google logo and a vague explanation that the query is too similar to a spambot in addition to the large "403 Forbidden".

Well, in my server it shows the error page that I have created in CSF, so if an IP is blocked it shows my own error page, where it is not 403 nor 500:
translation: Your connection to this server has been blocked by our FireWall.
