Dears,
I am a shareware vendor. I had experienced some users (or robots) download the same files from our site continuously and cause very high traffics and stop other users to download files. Finally I have to add rules in the ipchains to stop them. In case it happens in hostgator, what tools I can use to stop them ? Thanks cheung.

you can you use hotlinking protection from your control panel which only allows people on your site to download.
