I find BoxTrapper very helpful with blocking spam messages. It should be accessible via cPanel for you, at no additional charge.

Your cpanel filters? You can download them from the cPanel backup area (they're a separate line item) and reupload them to another cPanel restore backup area.

You might try logging into your account using an FTP program and checking in the .cpanel folder in your root folder. There should be a file called filter.yaml there that contains your filters. (You'll need to make sure your ftp programs is set to show invisible files.)

I don't find Spamassasin very reliable and I can't figure out how to change the settings besides the basic few available through CPanel.
