When I generate a backup from my control panel, it places a .tar.gz file in my File Manager and emails a confirmation to me.

After I ftp the original .tar.gz file from my File Manager to a means of external storage, I can delete it from my File Manager.

Correct?

I would imagine so as you have downloaded it to a safe storage place for future use.

Yes. To restore it you would need to upload it and have HG restore it. Or you can extract it on a local box ignoring the couple errors for files it can't extract and upload whatever you need back to your site
