Backing up an SQL database

Is shell access allowed and if not how does one backup/download a large SQL database for example from a forums?

Shell access is not allowed on shared and reseller hosting.
You can create/download a MySQL backup through cPanel (or phpMyAdmin).

On some forums I have seen posts saying that phpMYadmin is unreliable at downloading a large SQL database and the reliable way to do this is only through shell access. If I set up my sites at hostgator, am I ensured that i have a reliable way of downloading an sql database through cpanel?

There is no problem with downloading the sql backup, but you may have problems with UPloading the backup.
One good (and free) tool for that is MySQL Administrator.
